12月2日，2台阀门定位器，以及47万个注射液用溴化丁基涂层胶塞、40吨天然乳胶，分别在海口海关所属洋浦经济开发区海关以及海口港海关通关放行。海南日报记者从海口海关获悉，这标志着海南自贸港加工增值超30%免关税政策正式扩大至海关特殊监管区外的园区试点实施。

    On December 2, two valve positioners as well as 470,000 bromobutyl coating rubber plugs for injection and 40 tons of natural latex were released at the Yangpu Economic Development Zone Customs affiliated to the Haikou Customs and the Haikou Port Customs, according to Hainan Daily from Haikou Customs.It marks the official pilot expansion of Hainan Free Trade Port’s tariff exemption policy for goods whose value added by processing exceeds 30% to parks outside areas under special customs supervision.

    上述3批货物分别由洋浦经济开发区天基隆智控（海南）有限公司、海口国家高新技术产业开发区齐鲁制药（海南）有限公司、海南维力医疗科技开发有限公司进口。

    The above three batches of goods were imported by Tianjilong Zhikong (Hainan) Co., Ltd. of Yangpu Economic Development Zone, Qilu Pharmaceutical (Hainan) Co., Ltd. of Haikou National High-tech Industrial Development Zone and Hainan Welllead Medical Technology Development Co., Ltd., respectively.

    加工增值超30%免关税政策作为海南自贸港“一线放开、二线管住”进出口管理制度的重要内容，是海南自贸港最具“含金量”的政策之一，备受境内外投资者关注。该项政策自2021年7月在洋浦保税港区率先落地实施以来，先后扩展至海口综合保税区、海口空港综合保税区。截至今年10月，加工增值内销货值达27.2亿元，免征税款2.5亿元，让企业实实在在享受到了海南自贸港政策的红利。

    As an important part of the import and export management system under the principle of “allowing free flow of factors in international trade and enforcing regular customs administration for trade with the rest of the country”, the tariff exemption policy for goods whose value added by processing exceeds 30% is among the most preferential policies for Hainan Free Trade Port, which has gained great attention of investors at home and abroad. Following its premiere in the Yangpu Free Trade Port Area in July 2021, the policy has been successively extended to the Haikou Comprehensive Bonded Zone and the Haikou Airport Comprehensive Bonded Zone.As of October this year, the value of goods with value added by processing for domestic sale totaled RMB2.72 billion, subject to tax exemption of RMB250 million, enabling enterprises to really enjoy the dividends of policy for Hainan Free Trade Port.

    为进一步推动高水平开放，为海南自贸港封关运作做好压力测试，在海关总署等国家部委的大力支持和海南省政府的积极推动下，加工增值税收政策正式获批扩大到海关特殊监管区域外的重点园区试点实施。试点企业须符合海南自贸港鼓励类产业并满足海关管理要求。

    In order to further promote high-level opening-up and carry out a pressure test for the special customs operation of Hainan Free Trade Port, under the strong support of state ministries and commissions such as the General Administration of Customs and the active promotion of the People’s Government of Hainan Province, the tax policy for value added by processing has been officially approved to be extended to key parks outside the areas under special customs supervision on a pilot basis.Pilot enterprises must engage in encouraged industries of Hainan Free Trade Port and meet the requirements of customs management.

    为保障此次试点扩区工作顺利实施，海口海关成立专门小组，研究制定海关监管办法，开展政策宣讲，今年以来先后培育15家AEO认证（海关高级认证）企业，积极推进ERP（企业资源规划）联网，为扩大试点打好基础。同时，联合省商务厅、儋州市政府、海口市政府，多次到企业现场办公解决实际问题，根据“成熟一家、推广一家”的原则，稳步推动试点扩区工作。

    In order to facilitate the pilot program, the Haikou Customs has set up a special group to study and formulate customs supervision measures and organize policy publicity. Since this year, 15 enterprises have passed AEO certification (advanced customs certification), and the enterprise resource planning (ERP) network has also been actively promoted, laying a sound foundation for its pilot expansion. Besides, in conjunction with the Department of Commerce of Hainan Province, Danzhou Municipal People’s Government and Haikou Municipal People’s Government, the Haikou Customs paid several on-site visits to address practical problems, steadily promoting pilot expansion under the principle of one by one.
